here are two different types of licenses available under the test and development license category. They are both non-operational licenses meaning they cannot be used for any sort of commercial or operational use, and are:
a) Test and Development for research purposes: A license which is intended to be used for test and development specifically for research purposes such as the development of new equipment and technologies and academic and scientific investigations and measurements.
b) Test and Development for trialling or demonstrating: A license which is intended to allow the licensee to use spectrum on a non-commercial, non- permanent basis to trial or demonstrate a new system / service or a radio technology.
