CRA will develop a network neutrality guideline to ensure that there is no undue discrimination by telecommunications Service Providers in relation to providers of digital media services. It will apply to all stakeholders involved in the provision of digital media services and will support effective competition throughout the supply chain.
Enhanced non-discrimination regulatory rules shall aim to protect digital media companies from undue discrimination by telecommunications Service Providers and other elements of the digital supply chain. This will benefit digital media companies and the local IT Sector. It will send a signal to potential foreign investors in Qatar that the sector is open and competitive. It will benefit customers by ensuring that they are able to get non-discriminatory access to digital media.
Contribute to Qatar National Vision 2030 in supporting the development of Digital Economy.
- Establish guideline framework for Network Neutrality for the State of Qatar, ensuring that no undue discrimination by telecommunications Service Providers in relation to providers of digital media services.
- Create clarity for industry stakeholders and investors on a key regulatory issue and support the ICT market development - digital media companies and the local IT sector.
- Promote innovation and attract investment to the ICT sector and Qatar, support development of the digital economy.
- Benefit consumers by ensuring non-discriminatory access to digital media securing their right to access meaningful content of their choice, in line with Qatar law.
- Promote market competitiveness and growth through non-discriminatory access of all players.
- Establish compliance mechanism for all Service Providers to safeguard non-discriminatory treatment of traffic in the provision of internet access services and related end-uses rights.

All comments received in response to this public consultation will be carefully reviewed and considered by the CRA during the finalization of these regulatory documents.
