The Orders and the approved ROs set terms and conditions for interconnections products (Reference Interconnection Offer – RIO) of both Ooredoo and Vodafone, and for transmission links (Reference Transmission Offer – RTO) of Ooredoo. The approval of the ROs mark an improvement of regulatory regime and align Qatar to the international best practices. ROs have the scope to enhance transparency, to prevent non-discrimination treatment and to provide more legal certainty to the Market Players. Accordingly, this all will contributes to an enhancement of the competitive environment. Any Qualified Persons is allowed to entry in negotiation with Ooredoo and / or Vodafone to sign an agreement based on the ROs for the provisions of interconnection and transmission links. Ooredoo and Vodafone are expected to sign new agreements based on interconnection and transmission links ROs. As required by the By-Law, Ooredoo and Vodafone have to make available their approved ROs on a dedicate section of their websites.
