The Supreme Council of Information and Communication Technology, ictQATAR, today launched a public consultation on the authorization of various additional entities as Qualifying Persons in the context of Qatar National Broadband Network’s (Qnbn) Passive Fixed Telecommunications License.

ictQATAR granted a license to Qnbn on 22 July 2012 for the provision of Passive Fixed Telecommunications Networks and Services (License) in Qatar. The License authorizes the provision of passive fixed telecommunications networks and services (Authorized Networks and Services) to Qualifying Persons. Qualifying Persons are defined in the license as holders of public fixed and mobile telecommunications licenses in Qatar (which currently are Ooredoo and Vodafone) and other entities as may be authorized by the Supreme Council, from time to time.
Q.NBN has requested ictQATAR to authorize various additional entities as Qualifying Persons. This would enable Qnbn to supply its Authorized Networks and Services as per Annexure B of the License directly to these entities. These entities could in turn use Qnbn’s Authorized Networks and Services, for example, dark fibre, to connect their sites and cater for their individual QoS needs.
Through this public consultation ictQATAR seeks to gather valuable views from the telecom industry stake holders as well as the general public in Qatar. Deadline to respond to this consultation is close of business on 9th April 2013. ictQATAR will not consider any comments received after the deadline.
