ictQATAR publishes its strategic sector review, an assessment of the current state of competition in Qatar’s telecommunications sector.
ictQATAR’s Regulatory Authority has published its strategic sector review, which is an assessment of the current state of competition in Qatar’s telecommunications sector, and includes recommendations to promote sustainable future development in the sector.
This strategic sector review covers the period from the start of the market liberalization process until the end of 2010. The Strategic Sector Review includes the conclusion to not introduce a third mobile licensed operator in Qatar in the coming year, however it states that ictQATAR will continue to closely monitor the market to assess whether competition is moving forward and whether an additional licensed operator would benefit the market in the future.
The review also states that ictQATAR will maintain its current tariff approval system, however it will revise its processes to make the approval process more efficient. Additional conclusions in the Strategic Sector Review include that ictQATAR will publish quality of service results on its website, that ictQATAR will continue to assist Qtel and Vodafone in gaining access to rights of way infrastructure, that the Qatar National Broadband Network will be built in cooperation with and not in competition with the telecommunications providers, and that investigation and procedures will be started for the introduction of a new fixed service-based provider in Qatar within one year to improve competition in the fixed market.
The Strategic Sector Review is the result of comprehensive data collection relating of Qatar’s telecoms market and several other peer countries, as well as a detailed market assessment based on the data collected.
ictQATAR published itsinitial findings and recommendations online as part of a public consultation period. Input received during the public consultation is now published online. The Strategic Sector Review took into account feedback received during this consultation phase.
