Consultation on Proposed Terms and Conditions of the Public Telecommunications Licenses

This consultation document explains the basis of the terms and conditions of the proposed Public Telecommunications Licenses that will be granted to Qatar Telecom Q.S.C (Qtel) and a new provider in Qatar and seeks comments from interested parties concerning their proposed structure and content. Drafts of the proposed licenses to be granted to Qtel and the new provider can be found on the ictQATAR website. Commenting parties are invited to respond to the specific questions that are set forth in this consultation document and are requested to make precise references to the questions being addressed and, where relevant, the particular license draft and relevant sections to which their comments refer. Comments received will be considered by ictQATAR in preparing final versions of the attached licenses and in fine-tuning the Q2 Fixed License. It is expected that the final public fixed and mobile licenses will be granted to Qtel and published no later than 24 July 2007.
