ictQATAR’s public consultation on the proposed telecommunications licenses to be granted to Qatar Telecom Q.S.C (Qtel) and a new provider received a lot of voluminous and detailed comments from interested parties that provided extremely useful input. In this document, ictQATAR will focus on the key themes and issues that have emerged from the consultation.
A number of issues that have been raised by the comments will require further consideration and debate before they can be resolved, and these will be dealt with in regulatory processes over the coming months as part of the natural development of a comprehensive new regulatory framework for the Qatari telecommunications sector. ictQATAR has focused on addressing in the licenses those issues that it considers critical to consumers and to the development of sustainable competition in the near term, while leaving to future processes and consultations of more detailed procedures and substantive regulations.
