CRA seeks comments on its Instruction for the installation, operations and access to telecommunications facilities, services and physical infrastructure in Qatar

The Instruction applies to licensed service providers, real estate and infrastructures developers and buildings owners in Qatar.

The Communications Regulatory Authority (CRA) launched today a public consultation on its draft Instruction to service providers, developers and building owners for the installation, operations and access to telecommunications facilities, services and physical infrastructure in the State of Qatar. The CRA is seeking comments from stakeholders and all interested parties on this draft instruction document.

This Instruction sets out the principles and rules to be followed for the installation, operations and access by licensed telecommunications networks and service providers to any telecommunications facilities, services and physical infrastructure for telecommunications networks and services throughout the State of Qatar.

The Instruction is directed towards any authorized and/or licensed public service providers intending to roll a network and/or provide services to the public in Qatar. It also applies to all the developers of housing and public infrastructure and building owners in Qatar.

On August 25, 2013, the Ministry of Information and Communications Technology (ictQATAR) published a copy of this Instruction document. However, since then, the CRA has received several requests for clarification. By this public consultation on the Instruction the CRA is giving the service providers, developers, building owners and other stakeholders the opportunity to provide their comments, views and requests for clarifications about the published Instruction.

The CRA intends to revise the Instruction and issue a final version, taking into consideration all the received comments, views, and subjects that the stakeholders would like to be addressed and/or clarified in a revised Instruction.

All stakeholders and interested parties are invited to review this consultation document and provide their comments and views to the CRA by July 15, 2014. Comments have to be submitted by email to: raconsultation@ict.gov.qa.
